Winter Use of Yellowstone
On Monday, we will work our way through a benefit-cost analysis of snowmobiling in Yellowstone. In order for this discussion to be sucessful, I need you to do some background reading.
Read pages 34-40 (Issue #8) of this document, for a short overview of winter-use issues in Yellowstone.
Read Chapters 1 and 2 of this analysis of regulation of snowmobiling in Yellowstone. As you read, make sure you understand the following:
- What issues that motivated this report.
- What type of market failure does this report reflect?
- Identify the different groups affected by regulation of snowmobiling. What are the perspectives of these different groups on this issue?
- What are the five alternatives considered in this report?
- Why does the report consider two different baselines?
